Colonel Arthur Higgins
Colonel Arthur Higgins is a commanding officer in the Royal Army. He is head of the men fighting this summer in the Somme. His life was saved by the young Alexander Price. Now he is one of the two commanding officers aware of our parties secret orders. He and Col. Andre Noir have put together the joint coalition force that our party is now part of and currently functions as your go between with European command.
Arthur Higgins holds the title of his Lordship the Viscount St. Austell-in-the-Moor Biggleswade-Brixham.
